This research aims to formulate and test the effectiveness of the inquiry learning model in legal philosophy that is contextualized with the values of Pancasila and assess its relevance to the formation of student legal culture. The approach used is mixed methods with explanatory sequential design, involving two classes of law students in the fifth semester, an experimental class with Pancasila-based inquiry learning and a control class with conventional methods. Quantitative data is collected through legal culture questionnaires, while qualitative data is obtained through interviews, observations, and documentation. The results of the statistical test showed a significant increase in the experimental class with an average N-Gain of 0.52 (medium–high category), while the control class was only 0.19 (low category). The thematic analysis revealed that the application of the inquiry model improves students' ability to think critically, reflectively, and ethically aware of legal values and social justice. The values of Godhead, Humanity, Unity, Deliberation, and Social Justice are gradually internalized in the learning process. Thus, the Pancasila-based legal philosophy inquiry learning model has proven to be effective in strengthening the cognitive, affective, and conative dimensions of students' legal culture and is relevant to be applied in legal education in Indonesia.
