Abstract

The phenomenon of catcalling in Indonesia has shown a significant increase and poses serious psychological and social impacts on women, while the Qur’an, particularly in QS. al-Ahzab [33]: 59, provides a normative foundation regarding the obligation to cover the body as a means of preserving dignity. This article aims to examine the urgency of covering the aurat from the perspective of Said Nursi and to analyze its relevance to the phenomenon of catcalling as a form of verbal sexual harassment in public spaces. This study employs a qualitative method with a library research design and a thematic exegesis approach, using Risalah Nur as the primary source, supported by contemporary social literature on sexual harassment. The findings reveal that the concept of hijab in Risalah Nur is not merely a normative obligation but also reflects human nature (fitrah), serves as a mechanism for preserving honor, and functions as a preventive instrument in regulating social interactions. However, catcalling cannot be reduced to women’s clothing choices; rather, it is rooted in moral degradation, the objectification of women’s bodies, and weak self-control within a permissive social structure. The study concludes that while covering the aurat remains relevant as part of Islamic ethical teachings, it must be integrated with male moral responsibility, strengthened value-based education, and firm legal enforcement to create safe and dignified public spaces. This article is categorized as a conceptual research paper with an interdisciplinary approach integrating theological and social analysis.
